Ninh Binh is located in the north gateway to Vietnam, about 93 km away from Hanoi Capital, is a clue of economic and culture exchange between Red River Delta and Ma River, between north Delta and northwest forestry and mountainous area, located nearby the key economic area of the North, including Hanoi - Hai Phong - Quang Ninh. Ninh Binh’s terrain is quite diversified, including: mountainous area, delta and coastal area. The economic growth rate is fair, economic structure has positive changes towards increasing industry and service. Average GDP growth in the period 2006 – 2009 increases 15,35%/year. Budget revenue in the whole province is over 2,500 billion VND.
Besides, advantages of transport, terrian, Ninh Binh has many suitable resources to develop raw materials area for industries such as: processing seafood, exported fruits or agricultural products, handicraft, especially limestone resource and suitalbe minerals to develop building material industry.
To promote and attract investments for industrial zones, industrial groups, in the past years, Ninh Binh province has focused on steering branches, localities to coordinate the functional agencies in the area to create a clear environment for investors. Ninh Binh Provincial People’s Committee has issued policies such as: investment incentive and encouragement for industrial zones, tourism areas in the province area. Investors are received incentives on land hire, enterprise income tax, interate rate of loans, usage of infrastructure constructions, community facilities... by advantage investment environment, policies have encouraged economic componants to invest for business and production, many big enterprises such as Tam Diep Cement Company, Ninh Binh Niferco, Tam Diep Steel Production Manufacture, Nitrogen Manufacture, Auto Installation manufacture, Cement manufactures: The Vissai, Duyen Ha, Huong Duong after invested and put into run, these manufactures have outputs and high industrial production value. For cement product, in 2009 was 4.7 million tons. The province has planned to produce 10 million tons of cement in 2010. Production of other traditional products such as steel, exported food, garment, and handicraft...is also maintained in strong level. In 4 recent years, Construction – industry growth has reached 26,6%.
Ninh Binh is a cradle of traditional handicrafts: stone- engraving in Ninh Van (Hoa Lư), carpentry in Ninh Phong (Ninh Binh city), sedge mat in Kim Son, embroider in Ninh Hai (Hoa Lư), bamboo kniting in Gia Vien, Nho Quan… Visiting the traditional handicraft villages in Ninh Binh, it is very diffucult to imagine that simple people are authors of skilful handicrafts. The people with clever hands and vivid imagination have created skilful handicraft from wood, segde, bamboo. They gather up one’s mind into each product to take them to domestic and international markets, contribute to enriching locality and country.
Along with industry, tourism has been developing towards becoming the key economic branch of the province. Ninh Binh has many historical – cultural monuments with diversified architecture, art, history, belief, religion and revolution – history monuments. Diversification is expressed on types of tourism: eco, culture, relax, adventure, sport. Many monuments and landscapes have become attractive tourism places for domestic and international visitors. Nature has helped Ninh Binh have grandiose landscapes, thick monument and landscape density, distributed widely from mountainous area to delta, coastal area. Ninh Binh is known as legend and interesting homeland. Mountains, landscapes and cultural- historical monuments are distributed from Cuc Phuong National Park to Nui Vang (Kim Son). Going through millions of movement and tectonic years of nature geology, created caves, rivers with neglected and fanciful beauty, created attractive tourism places.
Famous tourism places include: Tam Coc – Bich Dong, Trang An caves, Van Long national reserve, Dich Long, Yen Thang lake...Cultural – historical - spirit tourism places: Hoa Lu Ancient Capital, Bai Dinh Pagoda – the biggest one in Vietnam; Phat Diem Stone Church...For relax tourism in Ninh Binh, the visitors can visit Dong Chuong and Yen Thang lakes, Kenh ga Hotspring, Linh Coc – Hai Nham, Nang valley...for eco-tourism product and sceince research, there are: Trang An eco – tourism complex, Cuc Phuong National Park, Van Long National Reserve. Among nearly 975 monuments and landscapes have been counted by the scientists, 80 monuments and landscapes have been ranked national level. In recent years, many tourism places have been strongly invested: Trang An eco-tourism complex, Bai Dinh pagoda, Hoa Lu ancient capital, Tam Coc – Bich Dong, Van Long national reserve...these places have created a new appearance for tourism of Ninh Binh and attracted further 3 million visitors/year. In order to meet high quality stay, increase income from attached services, the province has saved land fund in Ninh Binh city center to call investment to build high - level hotel, to organize and train human resource to serve tourism activities. In the long - term, the Provincial Party Committee has issues the resolution, Ninh Binh Provincial People’s Committee has issued plan on tourism development up to 2020, orientation 2030 to implement objective “bring tourism to become the key economic branch of the province”.
Agriculture, forestry and aquiculture production has a movement in the right way, develop towards goods production. The province has also performed area specializing in agriculture: Dong Giao farm specializing in pineapple, Kim Son specializing in segde mat and other handicrafts, coastal area specializing in fish and aquatic products, Yen Khanh district specializing in rice cultivation and cattle, Ninh Phuc and Ninh Son specializing in flower and clean vegetable. Especially, production of winter crop is strongly developed and become key crop by guidelines, policies on agriculture, rural. Area of winter crop in 2009 - 2010 is 22,500 ha. Production value per 01ha of agriculture land is from 31.3 million VND in 2006 up to 67.8 million VND in 2009, food output is 50.3 ten thousand tons. Currently, there are hundreds of fields to reach 50-100 million VND/ha/year in the provincial area. The province has also issued many policies to support and encourage farmers in the production. In 2009, the province cultivated nearly 14 thousands ha of high-yield rice andhigh – quality rice. Many new models in breeding have been appeared and brought high economic effectiveness. Aquaculture is stable and developing with infrastruture investment guideline for coastal area.
In last years, development investment and basical construction have been concerned by the province. Ninh Binh more and more has many infrastruture constructions with social significance, and serving socio-economic development assignment, defense and security. One of constructions is the Provincial General Hospital with size of 700-begs and the most modern equipments of the region, health centers of district level, dyke construction of Hoang Long river, Binh Minh II coastal dyke, infrastructure of Trang An tourism complex, transport road QL10, National Road A1, ĐT480, ĐT481, ĐT477, student hostel project, projects serving hte great festival “1.000 year Thăng Long - Hà Nội”.
The living of people is stable and improved; poverty alleviation, job opportunity, supporting poor and policy householders are concerned. The Provincial Party Committee, People’s Council and People’s Committee, levels, branches have many practical activities towards grassroots, taking care of people’s living towards sustainable poverty reduction. For poor region, infrastruture and material facilities are invested. the poorers are supported by the province such as: borrowing the fund with incentive interest rate, participating in vocational training courses, solving jobs, exporting labor, diagnosing and treating diseases, free of tuitions...An average of year, there are 16,200-16,500 labors having jobs. Thus, the people can live and work in peace and contentment, in last ime, along with fund resource from provincial budget, people classes in the province are together to remove thounsands of cottages and bring comfortable living for poorers.
By promoting internal force along with solidarity of the Party, authority and people classes in poverty alleviation, rate of poor householder has strongly reduced in the recent years, numbers of rich household is increased, face of streets, wards and villages in the province is prospered day by day.
