Ninh Binh makes efforts to reduce poverty
In the past few years, the northern province of Ninh Binh has always paid special attention and reserved numerous resources to poverty reduction, focusing on implementing policies on reducing poverty in ethnic minority-inhabited areas.

Thanks for the joint efforts of the whole political system and social organisations, the province’s poverty reduction work has reaped impressive outcomes.

In 2022, the province had 9,614 poor households and 10,881 near-poor households, accounting for 3.07% and 3.48%, respectively.

By the end of 2024, the number of poor household has reduced to 4,806, while the number of near-poor households fell to 6,006, accounting for 1.51% and  1.89%.

The province set an overall goal of  inclusive and sustainable multidimensional poverty reduction for the 2021-2025 period; narrowing the gap between the rich and poor among localities; restricting relapse into poverty or new poor households; supporting the poor to improve their living standards and access to basic social services.

Implementing the provincial People's Council's Resolution 43/2023/NQ-HDND on providing money for building new houses or repairing old houses for the poor in the period of 2023-2025, Ninh Binh authorities assisted 921 families build new houses and repair homes with total fund of over 78 billion VND in 2024.

Recently, the provincial People’s Council has adjusted its Resolution No. 43 in a bid to expand the subjects benefiting from the policy. This policy is expected to create resources, momentum for the poor and near-poor people to have their own sturdy houses.

Apart from implementing the national target programme on sustainable poverty reduction in the 2021-2025 period, Ninh Binh province has allocated provincial budget to expedite the programme and askd local sectors and branches to carry out synchronic measures to reduce poverty such as focusing on providing knowledge and techniques in production and build integrated aquaculture-farming models.  supporting livelihoods, and giving preferential loans. Among them, Project 4 on developing vocational training and creating stable jobs for the poor has not been carried out effectively.

The province has allocated 32.8 billion VND to carry Project 4. However, some localities have met difficulties in organising vocational training courses for poor people.

Bui Van Loi, Deputy Head of Yen Mo district’s Division of Labour, Invalids and Social Affairs, said the district has not organised any vocational training courses for local poor and near-poor people as most of them are unable to work due to physical health.

2025 is the last year to carry out the national target programme on sustainable poverty reduction in the 2021-2025 period, therefore, local party committees and administrations at all levels need to direct the effective implementation of programmes and projects.
