In the past few years, Ninh Binh and Udomxay provinces have well implemented a Memorandum of Understanding on educational cooperation.

Since 2011, 126 Laos students have been trained at the Hoa Lu University. Currently, 46 Lao students are studying at the university.

Lao students have been provided with favourable conditions for studying and living. They have actively taken part in art, sport and cultural exchange activities, thus contributing to tightening the relations between Oudomxay and Ninh Binh.

At the working session, leaders of Ninh Binh's Department of Education and Training pledged to advise the provincial People's Committee to expand cooperative programmes between the two provinces, such as the exchange of students and lecturers, and sharing of experience in educational development.

For his part, Director of Oudomxay's Department of Education and Sports Somsack Souphlay hoped that Ninh Binh's Department of Education and Training and the Hoa Lu University would continue to enhancing cooperation and exchange, firstly sending lectures to Udomxay to support the locality in improving capacity and teaching skills for its teachers as well as stepping up the teaching of the Vietnamese and Laos languages at education facilities in Ninh Binh and Udomxay.

Previously, the delegation paid a fact-finding tour to Luong Van Tuy  High School for Gifted Students and the Hoa Lu University.
